27. For the purposes of section 26, the committee shall convene the member and send him, by registered mail, 15 days before the date fixed for the hearing, the following information and documents:
(1)  a notice specifying the date, time and place of the hearing;
(2)  a statement of the facts and reasons for convening him before the committee; and
(3)  a copy of the report drawn up by the committee concerning him.
